state nursing boards

Why dosen't the state boards of nursing do like other agencies??? In reference to putting LPN or RN's undercover to go into jobs where nurses have been set up, or in process of being set up. I dont feel nurses should have to keep up and leaving jobs due to this, they the ones with problems should have to and be put on probation, or put through a class for how they treat other nurses.
